The strategic agreement sealed a few days ago between Siemens (Germany) and Rosatom (Russia) is very bad news for the ‘Europe of energy’.
It is even worse considering that Siemens divorced the French nuclear power plant builder Areva before contracting its new marriage, which aims to create one of the world’s three or four leading companies capable of controlling the entire construction and supply chain for civilian nuclear power plants. Siemens, a minority shareholder in Areva in the days when Germany opted to phase out nuclear power generation, decided to become a major player in the sector when the energy crisis sparked a burgeoning of nuclear projects all over the globe: in China, India, the United States, the United Kingdom, Brazil and a number of Arab states interested in preparing for the post-oil age… Even in Europe, Italy, which had decided by referendum to pull out of nuclear energy, is now trying to make up for lost time. Against this backdrop, there is no question of Siemens being content with the scraps of such a gold mine! After failing to renegotiate a satisfactory new partnership with Areva, the management of the German group did not think twice about teaming up with the Russian public enterprise Rosatom, which has know-how comparable to that of the French firm.

L’accord stratégique conclu il y a quelques jours entre l’Allemand Siemens et le Russe Rosatom est une très mauvaise nouvelle pour l’Europe de l’énergie.
D’autant plus mauvaise que Siemens a divorcé du constructeur nucléaire français Areva pour procéder à ce mariage, destiné à bâtir l’une des trois ou quatre entreprises mondiales capables de maîtriser toute la chaîne de construction et d’approvisionnement des centrales nucléaires civiles. Partenaire minoritaire d’Areva à un moment où l’Allemagne avait décidé d’abandonner progressivement la production d’électricité nucléaire chez elle, Siemens a décidé de devenir un acteur majeur de la filière quand il est apparu qu’à la faveur de la crise énergétique, les projets nucléaires refleurissaient partout : en Chine, en Inde, aux Etats-Unis, au Royaume-Uni, au Brésil, dans plusieurs pays arabes désireux de préparer l’après-pétrole … Même en Europe, un pays comme l’Italie qui, pourtant, avait renoncé au nucléaire par référendum, s’emploie désormais à rattraper le temps perdu. Dans ces conditions, plus question pour Siemens de se contenter des miettes d’un tel pactole ! Faute d’avoir pu renégocier un nouveau partenariat satisfaisant avec Areva, les dirigeants du groupe allemand n’ont pas hésité à s’allier avec l’entreprise publique russe Rosatom, qui dispose d’un savoir-faire comparable à celui du Français.

France’s ‘return’ to NATO is one of those subjects that provides an ideal opportunity for all those (especially the French) who love to get on their hobbyhorse to take the moral high ground whilst remaining in unwitting or feigned ignorance of the actual facts. Without sacrificing any of the passion, which is not out of place when it comes to major issues, the ensuing discussion would benefit if it took account of the international situation in 2009 rather than the state of international relations in 1966.
What if we all put an end to this masquerade?
France never left the Atlantic Alliance. Over many years, it has taken steps towards rejoining NATO’s military command structure. Ten years have already passed since French aircraft participated in the NATO-led war against the Milosevic regime in order to bring about the liberation of Kosovo. It is also under NATO command that many young French soldiers have died in Afghanistan over the past few months. After the United States, Canada, the United Kingdom and Italy, France is now one of the largest contributors of troops and funds to the Alliance. This has led to a situation where only the blindness of polemicists and the skilfulness of our diplomatic strategy make it possible for France’s ‘return’ to be seen as Paris’ latest concession to Washington: on the contrary, France is finally going to be granted high-ranking posts at NATO Staff Headquarters and in the central bodies that it should have long been entitled to hold on the basis of its commitment in the field.
